My question might be a little silly.

What would be the state of the common channel if the device is unpowered VCC=0 and with INH=L, but the inputs (ch0, ch1, ch2, ch3) still receive a signal (let's say a PWM). Is the common output isolated from the inputs in this case?

    This question is very common here on E2E. The feature you are asking about is called powered off protection or Ioff Protection. The device you are looking at does not have this feature so we cannot guarantee the state of the common channel when Vcc = 0V.

    If you need a device that goes into Hi-Z state when Vcc = 0V you need to look for a device with this Ioff protection. An example is shown from the TS3USB221.
