When VCC = 10V.
Please tell me about (MIN) of VINH.
Background of the question ======================
My customer using Vcc=10V, -VCC=GND.
And,IN＝0V/3.3V.
They say that they are using it without problems.

I typed in the words "TS12A12511 Vih" in to the e2e search bar and found this post you might give you some more information.
Based on the e2e post I found above it does not surprise me that device works well as there is some margin built into the specification.
Please be aware that TI does not grantee device performance outside of the specifications in the datasheet.
