The TS5A3159 recommended operating conditions state that the I/O voltage range for the device is 0 to V+. If V+ = 0V any voltage on the I/O pins would be outside the recommended operating conditions.
The status of the internal switch with V+ = 0V is undefined with the TS5A3159. If you would like a device that the switch status is defined with V+ = 0V you will need to use ti.com switch search tool for the feature powered off protection.
The TS5A3159A device has powered off protection feature and you can see that the switch status with V+ = 0V is Hi-Z.
Why do you need to know the switch status when V+= 0V in your system? What are you connecting to either side of the switch?
