SN74CBTLV3245A: Hotswap at A side and pull-up at B side

The SN74CBTLV3245A has specified Hi-Z isolation when Vcc = 0V.  So the 3.6 V pull ups will not pass through to the other side until Vcc is valid

Also the abs max states you can have up to 4.6 V on the I/O pins irrespective of Vcc without damaging the device.
