Jeff,
The SN74HC4052 datasheet has some characterization data at 4.5 V for Ron. With lower supply voltages you can expect higher on-state resistance.
Why has the customer selected SN74HC4052 for an I2C application? Why do you need a 4:1 multiplexer, are all the slave devices the same I2C address?
Ti.com switch selection tool has a quick button to select I2C products. Many of these parts are characterized at 3.3 V like the TS3A5017.
