When EN of TS3A5018 is LOW to enable this IC, and input is connected to tri-state pin of a controller, what is the output state? Is output also tri-state following input?(input is either NC or NO which is is connected to COM by IN control pin)

If the EN pin is low then the device is enabled. The IN pin will then determine which input (NC or NO) is selected to the output (COM).
Please refer to the functional table shown in the datasheet for this information.
Your output value will be determined by the system since this is a passive fet switch.
