What's the purpose of the thermal pad because the power consumption of this device is small? What if the thermal pad is not connected to the PCB board? Any bad effect on it with 100mW power consumption?

The pad is not used electrically as a ground path in this particular device, and so either floating it or grounding it is OK.

But I have done an test that make the pad floating (whick not contact with PCB) , this chip can not work porperly,
I think this is in conflict with what you said.

I double checked the internal data and confirmed the thermal pad is not electrically connected to anything and will not impact operation of the device.
