what is meaning of +/- 100 ma current through vcc or ground ? is it sinking ripple current of 200 ma peak to peak

This specification of continuous current is the max (100mA in either direction) current continuously consumed by the VCC or GND pins.

Hello,

That is correct. The absolute maximum continuous current rating for VCC and GND pins is positive 100mA to negative 100mA.
