while answer please consider also the case JTAG is not connected and signals need external PU/PD.

    Erez,

    When the JTAG driver is not connected, external pull-up and pull-down resistors will be needed but only on one side of the mux: either S1-4A/B, or on the output D1-D4. The integrated pull-down resistors are only built into the control logic pins, not the signal path, and since the JTAG driver is disconnected, pull-ups will be needed on the signal path because the push-pull architecture of the driver is not present.
