For the TS3DDR3812 tPZH and tPZL represent "Enable Time" from the select input. This along with the tPLZ and tPHZ will give you a switching speed. It is better explained in the datasheet on page 7, attached below for clarity.
For the TS3DDR4000, tswitch is the transition time that you are looking looking for.
The reason for the difference in the part specification is that some of our older parts such as the TS3DDR3812 used different terms when referring transition times of the switch. They are the same thing however.

Can I assume that the max value for the switching time would be 7ns from the moment we toggle the Select line?

Yes you are correct, as long as the conditions for the test remain the same. For this test the VDD is at 3.3V +/- 300mV, with a RL of 200 Ohms, and a CL of 4pF. A larger CL will increase the max switching time.
