This does look oxidized from the image. Do all the devices look this way or just the one? And was the packaging damaged in any way when you received it?

So i've reached out for further assessment from our quality team and it seems some more questions may be needed to be answered before knowing if we can definitively say if this is an oxidation problem.
So these devices are MSL-3 and should have a moisture indicator card enclosed with the reel. Could you check this indicator and share what it shows?
Additionally, these are NiPdAu plated leads, roughened for improved adhesion, which can make the surface appear less shiny and darker than a non-roughened lead frame. Have there been any problems soldering this or is something more visibly contaminants on the surface? The device may just appear darker than you're normally use to but is still functional just the same!
