We have a customer looking for an analog switch which allows current to flow between common and normally closed pins even if the IC has no power. Do we this type of device?

Clemens is correct. We do not have such a device. the closest thing you can get to such a device is a discrete diode.
Many of our switches can technnically flow current thru the body diode (PMOS load switch only), but we strongly recommend against that.
Why would you need a switch to flow current even if it has no power? If voltage is present at the input, this insinutates that the IC should have power...
