Hmm. I found this doc via the install dialog "get more help" or something.
It takes you to a page which suggests to check for 8.3 file name shortcuts.
Initially when I ran the below in the CLI to check for capability support it was showing it as disabled.
c;]> fsutil 8dot3name query
The included reference says to do this and reboot
c:> fsutil behavior set disable8dot3 0
Afterwards, I uninstalled the extension and the partial install of cloud agent.
However, the problem still persists despite now showing the capability is supported.
ie. the status was 1 and now its zero.
John,
For windows this looks like the message that is seen when short filename support is disabled.
There is more info on this in the troubleshooting. https://software-dl.ti.com/ccs/esd/documents/ti_cloud_agent.html#Troubleshooting

John
After repeated installs and reboots, removing components in add/remove software component of control panel, enabling 8.3 shortcuts and even using task manager to kill the node.js 32-bit exe it did finish installing. I was able to use code composer studio cloud on a windows box.
