The F283x simulator comes with CCSv5. You will not be able to specify a simulator connection in the project file. But you can create a standalone target configuration for it:

Note that the crash dump file analysis is not the same as debugging a target. It is to investigate a target system crash by saving the contents of registers and memory in a specifically defined format and then using the scripts provided in CCS to extract some information on the system before the crash. You would be the one to find a way to pull the data from the target and convert the data in the required format.

You can load the .out file into the simulator.

I would use the manual method described there.  Ki's screen capture shows what settings to use for the target configuration file and the link has the instructions for launching a debug session with this file.  Once you have done that you can click on the load button and load your .out file.  The register window can be opened to view register values.

Thank you. This time debugger /JTAG is not necessary?

If you are using a simulator then JTAG is not necessary.  An instruction set simulator runs on your PC and simulates the device.  If you want to connect to your actual board and load the program on it then you will need JTAG.  New versions of Code Composer Studio do not have simulators but the very old version that you are using still has simulators.

This means I can only use F283X , but my customized project is about F2806x.

Can you suggest me what should I do?

I would suggest trying the F283x simulator to see if the code will run.  If it does not then your only choice is to run it on hardware.  If you are having issues using your own board another option would be to try it on a TI development board.
