Running Java Script Files outside of CCS

Is there a way to connect to my EVM and run .js file in command prompt as if I was running it on the scripting console in CCS?

Yes. See: https://software-dl.ti.com/ccs/esd/documents/users_guide/sdto_dss_handbook.html

Note if your script would need to be pure DSS and not rely on any Scripting Console specific services to work outside the Scripting Console.
