CODECOMPOSER: Debug device selection ignored by Code Composer

I'm trying to get an XDS200 (BlackHawk) debugger to work with a TMDS64GPEVM eval board. I've created a project, configured processor selections.
In Code Composer for Device selection I change the selection from "Texas Instruments XDS110 USB Debug Probe_0/MAIN_Cortex_R5_0_0" to
"Texas Instruments XDS2xx USB Debug Probe_0/MAIN_Cortex_R5_0_0".

I select either "Apply" or "Apply and Close".
If I close the window and reopen it, I see the original (XDS110) selection.
If I try to start the debug session I get :"An attempt to connect to the XDS110 failed.", not surprisingly.
I've checked that the XDS200 is connected, and received:
C:\TI\ccs1100\ccs\ccs_base\common\uscif\xds2xx>xds2xx_portchk.exe
Enumerated: XDS2xx Emulator CDC Serial Port (COM11)
CCS Port Address (Specific): 0xb
CCS Port Address (Generic) : 0

Found 1 XDS2xx Debug Probe Connected

So the debugger is connected and found.
Is there any reason why the XDS200 selection would not be accepted by Code Composer 11.0? And how can I correct this?
