Correct, the SYSFW DM routines will be loaded to memory for R5 core by the second boot loader (u-boot or SBL depending which one is used) automatically.

Or is R5 not intended for user development, just for its own use

In summary, R5 Core don't support flash and run user develop application(even if a very simply application,such as to blink a led ),is it right?

Yes, it is correct. the R5 core already has DM services running, and it is not available to user applications.
