You wish to use a hardware data watchpoint. Please see the "Watchpoint" section of the below workshop for an example on how to set a data watchpoint:

I'm guessing you've run out of HW break points. You don't say which device but C28x has 2 HW BP. Setting a HW BP "on write with value" appears to consume more than one HW BPs.

Unfortunately some debugger features also consume HW BP behind the scenes.

I managed to replicate your problem but I solved it by disabling the CIO feature in debugger configurations. There's some advice for this here:

Try to disable these features then try again.
