XDS510 emulation with CCS c4

I am not sure if I correctly understand your set up. Are you saying that you are trying to connect to a LM3S8971 target using a xds510 emulator and CCS 4.2.3?
If so, which specific emulator and from which vendor? Is the target board a custom board?

You say you can download and debug Stellarisware. Is that using the same configuration?
Please provide more details on when you specifically see the "Trouble Writing Memory Block" error message.

Have you taken a look at these wiki pages? Some modifications are required to use Stellaris devices with external emulators such as XDS510USB, which are detailed in these pages.
