What version of Processor-SDK-RTOS are you using?

I'm using Version: 06.03.00.106. I have a lot of projects that I have done over the years and this is the only project that I seen this. There are no floating point operations. Every reference I see I need to enable VFP. I assume I need to do that with the compiler option? This is a project that I'm importing/converting for this processor "AM3359". 

The steps used to create/ import this project:

create a new project with Sys/Bios using typical format.

adding all the file a dir need to compile

added symbol and include links

compile/Build the project

Fix error and most warnings (some just don't matter)

Linking process cause the VPF error.

Simple step that I have followed many times

the * cfg file has these compiler option: -Wunused -Wunknown-pragmas -ffunction-sections -fdata-sections  -mcpu=cortex-a8 -mfpu=neon -mfloat-abi=hard -mabi=aapcs -g  -O3 -Dfar= -D__DYNAMIC_REENT__

I believe the below can help but I don't see the option list anywhere

-mfpu=neon -mfloat-abi=hard 

But one again I don't see anything that should cause this error - no FP used anywhere I can see

sorry it is not resolved hit the wrong button

  -mcpu=cortex-a8 -mfpu=neon -mfloat-abi=softfp 

  -mcpu=cortex-a8 -mfpu=vfp3v -mfloat-abi=softfp 

Nothing has help other options?

If you could remove the -mfpu option, does that work with compiling and linking?

You might be encountering the same problem as described in SYS/BIOS examples for Cortex-A15 generate linker errors in CCS 6.2.0 due to the FPU related flags passed to the GCC linker

With it removed I get the above

Note: here is where I'm change it - right place?

one question.. If FP are not used in the code what can cause this error?

According to ARM Cortex-A Processors and GCC Command Lines the recommended -mfpu for a Cortex-A8 which only uses FP is vfpv3. Also, you could try using -mfloat-abi=softfp in Custom Compiler options of your project and  see if you can get rid of linker errors.
