CCS v12.2.0 and CCS Theia v1.0.0 Installation Freezing - Windows 10

When trying to install CCS v12.2.0 or CCS Theia v1.0.0, both get to this step in the installation process and don't get passed the step shown in the picture. I have waited about 30 minutes and still nothing. Even weirder is that when it gets to this step, something is going on where the window I have pulled up switches off being the active window. For example, if I'm trying to type something in Google Chrome, every 1-2 seconds the install will switch the active window off of Chrome, so I can no longer type. This happens repeatedly and is very annoying. I can't get any other work done.

    I can see that it got stuck trying to execute the emulation pack installer for ~20 minutes before you aborted.

    Otherwise there is not much more details.

    Which antivirus software are you using? Any chance you can temporarily disable it and try installing again?
