I have a question.
TMS320F28027(PiccoloTM) do not have EMU0, EMU1 pins.
Even so, Does it support parallel debugging(or hetero debugging)?
(JTAG interface is interconnected with daisy-chain scheme without EMU0/1.)

You can daisy-chain two devices via JTAG, and debug one device at a time, while bypassing the other. Please see this related post and application note SPRAAS1. I am not certain about parallel debug of both devices at the same time since the Piccolo devices do not have the EMU0/1 pins but I think it should be possible. You may want to post this question to the C2000 device forum as well in case the experts there can comment on the parallel debug aspect of Piccolo.
