I found that I can’t do a ‘File->New->DSP/BIOS v5.x Configuration File’. It complains that BIOS support is not enabled and there is no option to enable it.

However, I could add a tcf file when I drag and drop an existing tcf file into the project folder. CCS will enable BIOS support doing it that way.

The issue is that I want to build a lib so I don't need a tcf,

Why do you need to make a library project a bios project?

We want to split the project to libraries which can be used in different projects and there are BIOS usage in them,
