CODECOMPOSER: XDS560v2 connection error in custom board

Dear Champs,

My customer faced JTAG connection error when they tried to connect XDS560v2 Blackhawk USB to their custom board and test connection in CCS as below.

The strange thing is there is error code occurred as below.

They tried to use lower JTAG clock at 100KHZ as below, but still same.

When they tried to test JTAG connection in command window with below command,

c:\ti\ccs1210\ccs\ccs_base\common\uscif\dbgjtag.exe -X emulator,driver=bh560v2u -S givendata,repeat=0

They got below error code.

So, they checked the voltage in VTRef pin of JTAG, and found 3.3V output in VTRef pin, and now I have no idea what can I suggest to them further.

Could you please let me know your idea what should be checked further to debug this JTAG connection fail issue?

DRA821U-Q1 device was used in my customer's board.
