The error is a basic one. Basically the debugger can't find the XDS110 you specified in your target configuration. Beyond that, I can't provide much more suggestions due to the lack of details on your environment. For more information on the type of details I need, please see:

I am not sure what board is being used here but it is important to note that TI had 2 different development boards for F280049C. A LaunchPad and a controlCARD. These have different debug probes on them. The LaunchPad has an XDS110 and the controlCARD has an XDS100v2.

LaunchPad:

controlCARD

If you are using the controlCARD you will need to set your target configuration in CCS to be an XDS100v2 instead of an XDS110.
