Can't Connect to 674x DSP on C6A816x EVM board

I'm having trouble connecting my spectrum digital XDS510 USB emulator to the 674x DSP on a C6A816x EVM board. I've setup a CCS4 target configuration based on the TI816x board and using an evm816x gel file obtained from the Spectrum Digital website.
 
I'm get the following error message when I try to connect to the target:
 
Error connecting to the target:
Error 0x80000240/-1180
Fatal Error during: Initialization, OCS,
The target is being held in reset.  The applied reset must be released before progressing.
 
Below is the heirarchy of Routers, subpaths, CPUs that is available under the target configuration. Which of these CPU should be in the scan path in order to perform DSP debugging?
