You need to run a GEL function on the A8 to enable you to connect to the C674x. The C674x needs to be setup either by the debugger (via script) or your application in order to be able to connect to it.
Connect to the A8
Select the A8 in the debug view. Go to the scripts menu and select the menu item shown below. Once that has executed you should be able to select the C674x in the debug view and connect.

Yes it is possible for the ARM application to wakeup the DSP so that it can be connected without a GEL file. Personally I don't know how to do this, the SDKs for the device should have a routine to call to do this. I would try the DM81xx forum or the Linux forum.
