I am facing a similar problem on CCS v3.1 when running the program in "C6713 Device Cycle Accurate Simulator".

That simulator used the 'C:\CCStudio_v3.1\cc\gel\init6713sim.gel' GEL startup file and not all memory is defined as accessible. Check the gel file and make sure your program runs from and accesses memory that is accessible.
