CCS 5.1.0.08000 is not installed on Windows XP

After file start ccs_setup_5.1.0.08000.exe from the complete set the error report is produced

CCS 5.1.0.07000 it was installed without errors

In our network the proxy server is used, to disconnect its possibilities isn't present

I tried to install CCS on "pure" copy Windows XP - result same
The error report under your link differs from mine

The last version CCS 5.1.0.08012 (small) too isn't installed

CCS 5.1.0.08012 (full) is installed successfully
