I've noticed that these (C99-standard) functions/macros don't seem to be supported for ARM projects. They exist for many of the other architectures supported by CCS. Is there any particular reason for this or is this an oversight?

The TI compilers do not entirely support C99; they support C89, and provide some C99 functionality as extensions to C89.
isinf and isnan, as well as many other C99 functions, are available as of TMS470 compiler release 4.9.0
