For various reasons I find myself frequently having to create a new workspace and importing all of my existing project files into it. This causes me to have to re-create all of my debug launch configurations as well a modified perspectives. Is there a way to import these settings from the previous workspace instead of re-creating them?

It is possible to export/import some settings. It is also possible to copying some settings when creating a new workspace (pretty limted).
When you use file -> switch workspace, select other and create a new workspace there is a "Copying Settings" option. This will help preserve your perspective settings.
As far as exporting and importing settings you can do this from File -> Export. Expand general and select "Preferences". This will let you preserve some other environment settings. You can then do File -> Import and import the preferences into your new workspace.
Unfortunately I don't think either of these will get your launch settings.
