What devices are you trying to flash and what is the JTAG debugger you are using?

CCS930 using XDS200

What is your SDK version you are using? I am guessing if you are using CCS 9.3 then you are using SDK 6.3. Can you confirm?

Can you also share your ubuntu version? I believe CCS 9.3 is only validated up to ubuntu 18.04, see https://software-dl.ti.com/ccs/esd/documents/users_guide_9.3.0/ccs_overview.html#System-Requirements
