CODECOMPOSER: Problem connecting with new V3 App

Tool/software:

I am working with GUI Composer and the 28379D LaunchPad.  

I am re-using settings for XDS/PM/Connection Manager from another app that worked, but that I have not tried/used in a while.  When trying to connect, I get the error:

Any suggestions on what the issue may be or how to troubleshoot?

    FYI...

    The problem was originally seen on Chrome

    I tried Edge, same issue

    I went back to Chrome and tried loading a different project that had worked previously, and it gave an error in the status bar that it was updating the installation but that some program/library was locked (I did not take a note of which program)

    I rebooted the PC.

    Trying that other/previously-working program under Chrome again, it went through the initialization process, which seemed to include updating/installing something new.  And it ran correctly.

    Going back to my original program that prompted the original post, it now works.
