Error when connecting to TMS320C28346 using CCS

I am trying to write and deploy the most basic "hello world" onto a TMS320C28346 chip using my XDS510 USB connection.  I am using the setup that came with the development kit "TMDSDOCK28346-168".

I get the following message once I fire up the debugger.

Error connecting to the target:
Error 0x80000200/-2082
Fatal Error during: OCS,
Device driver: Emulation Connection Loss Detected on Target CPU.
It is recommended to RESET EMULATOR.  This willd isconnect each
target from the emulator.  The targets should then be power cycled
or hard reset followed by an emureset and reconnect to each target.
I appear to be connecting to the XDS510 USB just fine.  Any suggestions on troubleshooting steps to determine if my board is somehow hosed?
I have followed the RESET EMULATOR and power-cycle instructions above and have repeated them multiple times.  I'm not getting a connections.
Please advise.
