Windows 2008 64-bit license problems.

I followed the instructions for setting up a license server on a Windows 2008 64-bit host. The installation seemed to proceed properly, but users are unable to check out a license.  The debug log contains the following entries:

12:23:17 (lmgrd) Reread: Started tidspssw (pid 3060)12:23:17 (lmgrd) Done rereading
12:23:17 (lmgrd) ...Finished rereading
12:23:22 (lmgrd) tidspssw exited with status 53 (Incorrect value for the environment variable LM_BINDING_AGENT)
12:23:22 (lmgrd) No feature will be served.

  tidspssw: The desired vendor daemon is down.
 Check the lmgrd log file, or try lmreread.
Vendor:Host:   w******
License path:  27000@w*******;
FLEXnet Licensing error:-97,121
For further information, refer to the FLEXnet Licensing documentation,
available at "www.flexerasoftware.com".

I don't see LM_BINDING_AGENT as an environment variable. Do I need to set this or is this caused by another issue?
