Actually  I solved this problem for myself after wasting a lot of time, so this post is just in case someone else has a similar situation and aggravation. 

I had connected the old Launchpad MSP430FR4133 board on ubuntu and through a USB hub.  It needed to install new firmware in the launchpad, but nothing worked.  

Finally I connected the USB directly to one of the linux computer ports, and it worked.  So, something to try.  

This probably isn't specific to the 4133 part, but generally for the launchpad firmware that needs an update.

    Just to be clear, this issue with my USB Hub only failed to upgrade the emulator Firmware part. 

    After that was successfully upgraded, loading and running the application program in the Launchpad works fine through my USB Hub.  So, I'd guess there is something different about the protocol that installs the emulator Firmware. 

    Maybe the software maintainers would be interested in that.
