Since the F24x is not supported in CCSv4 and greater, I assume you will be using v3. XDS510 class emulators would be a good option:

Yes it can be used to read persistent memory on the target, assuming the memory is readable.

As for cost, it varies on the vendor and features. It is best to shop around.
