Serial port issue

I am trying to use debug with a EK-LM3S9B92 using the ICDI. I find if I am attached to any another COM port not involved with the ICDI port, the debug fails at CORTEX_M3_0: GEL Output: UARTs Enabled.

Code composer Version: 4.2.5.00005

Windows XP.
