TMS570LS3137: Which CCS to use with TMS570LS31HDK

Part Number: TMS570LS3137

I would like to develop a new application on the TMS570LS3137.  I got the development board, but the new CCS does not recognize the device or board.

The USB driver for the debugger installed fine, is visible on control panel.

Tried the lates CCS and the 12.8.1 version too, same behavior.

What would be a tool chain that gives out of the box working experience on this dev kit?

Is there a blinky led example project that can be compiled and loaded with a particular version of CCS for this processor / board?
