I am using an XDS 560 emulator with an evaluation board for TMS3137LS. I am unable to connect to the emulator while using test connection in CCS v5.
I have selected target config as:
>Emulator: TiXds560.
>device TMS5603137.
Upon test connection I get this error:

This error is generated by TI's USCIF driver or utilities.
The value is '-312' (0xfffffec8).
The title is 'SC_ERR_PGM_FPGA_FAIL_BEFORE'.
The explanation is:
An attempt to program the emulator FPGA failed.
The failure occurred before loading data.
A likely cause is the initial FPGA state is bad.
