When I launch CCS v3.1.0, with either 5502 Target Processor (when I do not have the target emulator connected/powered) or the 5502 Device Simulator as the configuration in the Setup Utility, the Project menu options are not available.
I had a coworker of mine launch CCS v3.1.0 in a similar way (he had an eval board configuration, but it was also not connected/powered) and he was able to get the menu option.
