CCSv5: startup error on win xp

I am facing issues starting up ccsv5.1 on a win xp machine as a non-admin user. 

The error is

" Locking is not possible in the directory "C:\ti\ccsv5\eclipse\configuration\org.eclipse.osgi". A common reason is that the file system or Runtime environment does not support file locking for that location. Please choose a different location, or disable file locking passing "-Dosgi.locking=none" as a VM argument.

I would appreciate if someone could translate this into layman terms.

I am wondering if this is a user privilege issue? If it is, can it be resolved without requiring privilege elevation?
