CCS 3.3 with XDS100v1

Error connecting to the target:
Error 0x00001200/-1135
Error during: OCS, Target,
Unrecoverable emulation error

I/O Port = 0

Board Name: F2808 XDS100 USB Emulator
Cpu Name: TMS320C2800_0

Abort:        Close Code Composer Studio.
Retry:        Try to connect to the target again.
Cancel:        Remain disconnected from the target
Diagnostic:    Run diagnostic utility.

I have connected to the xds100v1 on the TI Docking Station and am jumping it to a custom board with the same JTAG connection. When I try to connect to the chip on my board I get the above error. Any thoughts on why?

I have successfully connected to the drop in board that came with the Docking Station that has the same DSP on it (320F2808PZA) so I know that the XDS is programmed correctly (it also is recognized by windows as expected).

Also, Is there a list somewhere of the error codes and what they mean?
