Error in C6000 Code Generation Tools v6.1.22 installation

I download C6000 Code Generation Tools v6.1.22 from https://www-a.ti.com/downloads/sds_support/TICodegenerationTools/download.htm.

The install file is ti_cgt_c6000_6.1.22_setup_win32.exe of size 67,407,616 bytes.

After installation, it is not registered in component manager. The size of register file (compiler.reg) is found be zero.

C6000 Code Generation Tools v6.1.21 installation is ok.

    6.1.21 also found problems, try 6.1.22 again. Copy compiler.reg from 6.1.21 to 6.1.22, and find/replace version numbers. After import revised compiler.reg, 6.1.22 can be registered in component manager. Unfortunately it complains:

    I wonder how this build tool version pass testing? Did you have any reply from relevant team?

    After installing 7.4.1, the size of compiler.reg file was found be zero too! Is this  the same situation?
