this message i am getting, then i have uninstalled CCS and again i have tried again i am getting same problem , please let me know what us actual problem,

There are different situations that can cause a "OCS" emulation error when connecting to target. A couple of common ones for the OMAPL138 are discussed in this page:

Also, if possible I would recommend updating to CCSv5 since 4.2.0 is now quite old. You can download and install the latest version from http://processors.wiki.ti.com/index.php/Download_CCS
