Other Parts Discussed in Thread: MSP430F427, CCSTUDIO, MSPDS
Just did the uninstall reinstall to see if this cleared up but what I get is the following.
Hardware MSP430f427 in TI Test socket
MSP430 Fet430UIF with 1.4a sticker on the bottom
Uninstalled all of the VCP ports in Device manager
ReInstalled after uninstall complete version CCS 5.3.0.00090
Chose fet410_1 sample project
Changed P5 to P1 where needed in sample code
Build is clean
Select Debug and get the upgrade firmware message
Select upgrade and nothing seems to happen.
Go through and select debug again and get upgrade firmware. Wait 30 minutes and red green lights still on.
Open up the server log and see the following

DO NOT UNPLUG THE INTERFACE DURING THE UPDATE.

This update includes significant changes. Older versions of Code Composer Studio or other IDEs may not work with this update. A downgrade will have to be performed manually. See www.ti.com/mspds for details.

From the time stamps it looks like it failed pretty quickly
Still shows a vcp in the Device manager
Now what??
