I am trying to install CCS5.4 on Windows XP. It fails with the error shown above. Anti-virus ondemand scanning is disabled. I have also attached the install jammer log.
How can I fix this please?

Where can I find a link for release 91?

We're looking at why the MCSDK has linked to the release candidate, but in the meantime, the 5.4 released build can be downloaded using the links on the CCS wiki page here:

It appears that the MCSDK that you have received is referencing a non-released version of CCS; we are working on correcting this problem.

This is the web installer, so 3.6MB is correct.
If you put this URL in a browser, does it display the timestamp file correctly?

Sometimes proxies can get in the way of the web installer being able to complete its downloads. If you can't get that working, you have the option of downloading the complete zip file from here: http://processors.wiki.ti.com/index.php/Download_CCS#Code_Composer_Studio_Version_5_Downloads
The timestamp did open correctly (in Notepad). Anyway, I will now download the complete zip file for release 91 and try that. But I am not very hopeful that I will get a better result because I used the earlier failure was for the complete zip file for the release candidate, i.e. not the web installer.

The previous failure was due to MCSDK referencing a pre-release version of CCS, which has since been removed from our website.
The full download / unzip / install of CCSv5.4 Build 91 should work for you.
Ok, thanks. It will take a while to download. I'll let you know the result.
Am I ok to use MCSDK 03_00_00_10 or is there a more recent version?

I have realised where I was going wrong. Having downloaded the full (i.e. offline) installer I opened the zip and ran ccs_setup_5.4.0.00091.exe from within it. That always gave me the error message shown above, regardless of which release I was using. I then read README_FIRST and realised that I must first extract the files from the zip to the installation folder and then run ccs_setup_5.4.0.00091.exe from there. This seems to be different behaviour than for CCS 5.3 and before.
I think the instructions at http://software-dl.ti.com/dsps/dsps_public_sw/sdo_ccstudio/CCSv5/CCS_5_4_0/exports/ReleaseNote.htm could be improved.
