MSP430 Compiler is producing 16bit Enums with --small_enum Switch

I am using the MSP430 C compiler version 4.1.0 and I recently switched to the EABI format and I noticed my enums are taking 16bits even though I have the --small_enum switch set.  The number of values in the enums is small.

Any ideas as to the cause?
