Upgrade errors, help does not work properly

Please see the attached logs. My installation is incomplete now.  Example: This link in help shows nothing

    Unfortunately, it looks like the installer was unable to download any files because of an issue with the port being in use. I'm not certain what caused it. I would recommend that you download the 5.4 offline installer and try a fresh install, after deleting all the files in C:/ti2/ccsv5.
