C6678 Error connecting to Target with Blackhawk XDS560v2

Howdy, thanks in advance for any help.

I am having an issue setting up my Blackhawk XDS560v2 System Trace debugger with my C6678 DSPs on the Advantech DSPC-8681E.  The following error appears when I attempt to debug in CCS:

IcePick_D: Error connecting to the target: (Error -2131 @ 0x0) Unable to access device register. Reset the device, and retry the operation. If error persists, confirm configuration, power-cycle the board, and/r try more reliable JTAG settings (e.g. lower TCLK). (Emulation package 5.1.73.0)

My CCS version is:  5.4.0.00091.

So far, I have reset the device (via the Blackhawk BH560v2 Config Utility software) and I have lowered the TCLK in CCS from default 10.368MHz to 100kHz.

I have also created a new .ccxml file, hoping that might help.

When I run the "Test Connection" in the .ccxml "Advanced" page, I do not get any errors.

Where should I start to try and understand why it can't access the device register?
