I had this issue today.  I searched the forums, and found it has occurred occasionally.  I'm not sure there is a concrete solution...

This problem occurred today when I created a new Workspace.  In that workspace, I created a new "Typical" SYS/BIOS project.  The error appeared upon Building the project.  (I had done this many times before, without error, so I knew something was off).

I believe the problem had to do with the name of my workspace.  I added parenthesis to my workspace name...maybe that was it.  Or maybe it was too long of a name.

I've created many workspaces before, without issue.

Unfortunately I don't have the time to debug this issue, but I wanted to post in case the error was still an outstanding question/concern for the CCS/Eclipse community.  The e2e threads I read did not seem to have definite solutions.
